Description
It might sometimes be useful to re-open a Feature Request or a Problem Report, to add additional information - for example, if the problem recurs.
Note that I don't currently have anything I want to re-open, so this feature is on the 'nice to have' list.

You can currently re-open a feature/problem if you were the original suggester. I will change it so anyone can re-open.

This is now working.
I think I will write a comment to indicate re-open to show a timestamp/history.
