Description
Sometimes the distinction between a Feature suggestion and a Problem report isn't obvious. That is, a Problem report might evolve into a Feature request.
It would be good to be able to change the type from one to the other.

This is easy to do. I turned it off because Problems don't have votes and it was simpler that way.
I could add votes to the Problems too? Or release any associated votes if you move from Feature to Problem?

When you view a Problem it shows 0 votes. I think I will add voting to Problems too. Much simpler code.
