Description
Add some user voting system for features so that users can have some sway on what gets developed next.
Initial thoughts are that a user will get 3 votes. These can be spread over different features or piled onto one that they really think is important.

The sort order of features with the same number of votes is not obvious. It doesn't appear to be a function of progress, Suggested/Updated time, or alphbetical order.

You're right, it's all over the place! I will need to play around with the sql.

At next release the sort order will be by number of Votes then Updated
